Spending Bill Includes $41 Million to Help Rape Victims

Lawmakers have allocated $41 million to help rape victims as part of the $1.1 trillion spending plan approved by Congress Thursday night.

The funds would be spent on supporting a community-based sexual assault response initiative by the Justice Department. The money would provide local communities the resources to test backlogged rape kits, many of which are stored in police facilities.  

Advocates-- like those with the Joyful Heart Foundation-- have been pushing for years to have federal money to help end the backlog.
